Can the EU afford CAP?

I believe CAP is necessary as long as the subsidies are linked with providing defined and measurable public goods that are widely accepted and necessary for the society (preventing water pollution, maintaining soil fertility, preventing floods and runoff etc.). The scale of supported public goods of course depends on the money available. But leaving that responsibility only on member states would not work I think.
